Fireflies also do the same thing that is when they fly they emit radiated lights from their body and at night it appears to be glowing.

How to Install this Brushes in Photoshop?
Copy Downloaded Brush .abr file.
Go to C:/ drive.
Open Program Files.
Go to Adobe.
Then Adobe Photoshop cc (or whatever version you have).
Click on Preset folder.
Go to Brushes Folder.
Paste that file into that.
